What does a "GB" actually mean when buying proxies?

GB (gigabyte) refers to the amount of proxy data used to load a webpage. A fully rendered browser page includes fonts, images, stylesheets, and scripts and can be several megabytes. By contrast, a lightweight JSON response from an API endpoint may be just a few kilobytes.

Either way, you're billed for the data transferred. It includes request headers, TLS handshakes, failed requests, and retries. Evidently, a GB-based proxy bills on the actual data transferred, not the number of visits, IPs, or targets, but ultimately, it depends on the provider. This is known as bandwidth-based pricing, which is most common for residential and mobile proxies. However, certain providers also sell ISP and datacenter proxies on per-GB plans.
